For me is Sam. He was the one that never quit and the one who had the strongest character of all.

Definitely Sam. Frodo wouldn't have gotten far without Sam. I'm no making fun either. He bore the ring for a short time very close to Mount Doom and still he gave it up willingly. Look at Isildur who only bore it up the mountain and he still couldn't give it up. Sam only cared for Frodo's well being and brought them both through the story.
Tolkien himself is on record as saying, "Yes, Sam is the hero". As a balance, though, it's important to remember that the inter-relationship of characters is one of Tolkien's big themes. There's a reason the first part of the story is named after the Fellowship and the theme is continued to the end of both the book and films.
Agreed 100000%. Sam was the true hero, not Frodo. Shame that Frodo basically betrayed Sam near the end. Never even thanked Sam for rescuing him. Sam was also heroic in that he came back and saved Frodo, despite Frodo's betrayal.
