Yes, if you had read the book, she tried very hard to warn the people in Memphis that they did not have enough security on Lecter. They ignored her. She had nothing to do with Lecter's escape. She was not part of Lecter's security detail. In fact, she tried warning them that their security was lax. She was an agent assigned to the Buffalo Bill case. The only reason she met with Lecter was to get some insight into Buffalo Bill. It was the director of the asylum and the Memphis security who were responsible for Lecter's escape.
