What was in the paper bag?

I liked the movie a lot, but there was one scene I didn't understand.
After they steal the motor, Ellis comes back home and finds a paper bag on the porch that contains whiskey, a roll of money (seems a lot, on the outside it's a 100 dollar bill) and a badge with "January 31, 2014" and Arkansas on it.
When he brings it to Mud he says that Tom left this for him. What is behind all that? What's that badge?
