Early in the movie, he asks Mike if he knows Tim. He never noticed the picture of the two of them and Gateworth right there on his office wall?

Memory works that way. At the beginning of the film the father did declare that he wished he knew where he saw the Rob Lowe character before. At the funeral it's clear by his contrite expression that he figured out where he had seen him before and that his son knew him. So there was no hole in the plot there.

He mentioned to his son, Mike, that he knew Tim looked familiar but didn't know where he had seen him before. My guess is that he did see the picture before (i.e. he probably posted it on the wall), but he didn't quite put 1+1 together.
