I do agree that she should have kept shooting tho.
Simple. She's an inexperienced field agent. She not a completely green but not necessarily an expert either. It's evident when she's driving and Bond has to take over to stop the car they were chasing. She also misses the shot. She was in shock that she hit Bond and couldn't act. There are many issues with this film, but Moneypeper's lack of shooting isn't one of them IMHO.
This actually bothered me too. Inexperienced field agent doesn't realistically answer that, as she would have done years of tough military training prior to getting to this point in her career where she's part of a double-0 mission (even if she isn't a double-0 agent yet). If she's confident enough to pull the trigger, she would know how to turn off emotion and keep firing at the intended target until he is down or out of range. But, it's a Bond movie, so I have no problem giving them this scenario.
Same with Silva having a bomb set on a train track that he detonates exactly when Bond has him cornered, and EXACTLY when a train is coming. There's no reason he would need to assume that he would be cornered at that exact spot at that exact time when a passing train would help him escape. But we give it to the filmmakers because it is WAY more believable than anything in Moonraker, or Denise Richards as a nuclear physicist. :)
